What it is
The system that collects public views and proves who gave them.
Citizens respond on their phones. Each person is verified once. Nobody can respond twice. When the exercise closes, the report is already written.
The problem
Public participation is still run on paper.
Halls are hired. Notices are printed. Officers travel. Attendees sign a register. Views are written on forms, collected in boxes, carried back, typed up by hand, and turned into a report weeks later.
It is slow
The report takes weeks, and reporting windows are tightening.
It is expensive
Venues, transport, per diems, printing and staff time consume a serious share of the budget for a single exercise.
It reaches few people
Those who can travel to a hall on a weekday are not the public. Working people and people in remote areas are absent from the record.
It cannot be proved
A signature on a register does not establish that the person is real, that they belong there, or that they signed once.
The exposure is not the meeting. The exposure is the proof.
How verification works
Every participant, verified
Three checks run before anyone is counted. Only when all three pass can that person take part.
CHECK 01
A genuine document
The person presents a government-issued identity document. The document itself is checked to be real, not a photograph of a photograph or a forgery.
CHECK 02
A live human being
The person is confirmed to be physically present and alive at that moment. Not a photograph, not a recording, not a mask, not a generated image.
CHECK 03
The same person, once
The live person is matched to the photograph on their document, and to everyone who has already taken part, so one person cannot return as another.

You set up the exercise
The subject, the questions, the areas or constituencies, the opening and closing dates.
People are invited
By SMS, by link, by QR code on your existing public notices, or at a physical desk with a tablet.
Each person is verified
The system confirms a real human being, matched to a genuine identity document, appearing only once across the entire exercise.
They give their views
Structured questions and open comments, on their own phone, in their own time, in the language you publish.
The report writes itself
Numbers by area, by question and by category. Every open comment captured in full. A verification record showing exactly how many distinct real people took part.
You publish and defend it
The report is ready when the exercise closes. If the exercise is ever challenged, the evidence is already in it.

A consultation is worth little if people are afraid to say what they think. Citizens who depend on a service, and staff who work inside an institution, will not criticise it if their name is attached.
Verdika holds participation and content apart. You can prove exactly how many distinct real people responded, and you can publish every submission in full, without the two being joined.

Not an identity check
An identity check asks whether one person is who they claim, then discards the answer. This asks whether every response came from a different real person, and keeps an answer that survives a challenge.
Organised flooding stops working
One interest group cannot appear as a thousand concerned citizens. Genuine public concern and a coordinated campaign stop looking identical in your numbers.
The reasons are recorded too
Which submissions were accepted, which were not, and why. Courts have faulted institutions for never showing that, and it is in the report by default.
Verdika Consult does not decide anything.
It does not weight opinions, recommend outcomes or replace your officers' judgment.
It collects views, proves who gave them, and hands you the record. The decision remains entirely yours.
